Yes batteries may be recycled at the Libraries, the green drop off bins are in front of the entrances to the Thousand Oaks Library and Newbury Park Library.
The following information is from the Household Hazardous Waste page for the City of Thousand Oaks:
Household batteries of all sizes (AAA, AA, C, D, button cell, 9 Volt, etc.), both rechargeable and single-use, are considered hazardous waste and require special handling. All household batteries can be recycled at the City's Household Hazardous Waste Program or at the drop-off locations listed below.
Please note: Automotive, motorcycle, and industrial batteries are not accepted at the community battery disposal bins but can be dropped off at the City’s HHW Facility.
Warning: Lithium button batteries are very dangerous to children and pets. Improper handling or storage may result in death or injury. Batteries are also fire hazards. Click here to read about 9 Volt battery safety.
