Some older Kobo readers may have difficulty loading Libby ebooks.  Not all ebooks are compatible with the Kobo reader - the title must be also available in Kobo to be loaded from Libby. 

There is a Rakuten Kobo help page here that addresses some of the issues you may see when trying to get Libby ebooks.  Known limitations are listed here.

Non-Libby ebooks, such as OReilly ebooks won't load on the Kobo, also excluded are emagazines and eaudio..
