If you are waiting for your passport to arrive, and/or need alternate ID, the California DMV offers an ID card for those who do not drive, if you are over 62, you can get a free senior ID card.  See the DMV site, here

Note that there are several options for reduced-fee cards available on this page. You do not have to sign up for a "Real ID" to get an ID card at this time. Check the DMV site for details. Most cards are received in less than 60 days. 

Is a photograph/cell phone photo of my CA ID or DL ok to use to validate my library card application? 

No, photos are not acceptable alternates for carrying your driver's license. If you don't like carrying your physical cards, you can look into the DMV's mDL program for a digital driver's license/ID
