Your Thousand Oaks Library Card is valid in the Thousand Oaks Library System only - Thousand Oaks Grant R Brimhall Library and Newbury Park Library. 

California Libraries do not have reciprocal agreements to honor library cards from other systems, so your Ventura County Library card is valid only at Ventura County Library System locations, Los Angeles County Library cards are only valid at County of LA Libraries, and Los Angeles Public Library cards are valid only at other Los Angeles city libraries

The one exception is that with most California Library cards, you can borrow ebooks from the Palace Project which connects many ebook collections in other California Libraries.
